The Small Business Innovation Research (SBIR) program is a government initiative aimed at providing funding to small businesses for research and development (R&D) projects with the potential for commercial or defense applications.

The defense industry is faced with the challenge of addressing obsolescence and DMSMS (Diminishing Manufacturing Sources and Material Shortages) issues, which can lead to decreased operational readiness and increased costs. For many aging assets, the OEM is no longer willing or able to produce replacement parts or components.

As time passes many of these components are discontinued due to low demand, design changes, ownership changes, etc., resulting in obsolescence. In addition, Military Program Managers are employing mission-critical assets and systems well beyond their design life.
